I installed ffmpeg from ports, but the file ffserver.conf wasn't installed in /usr/local/etc. I found it in /usr/ports/multimedia/ffmpeg/work/ffmpeg-2007-04-29/doc/ffserver.conf and made a cp.

cp /usr/ports/multimedia/ffmpeg/work/ffmpeg-2007-04-29/doc/ffserver.conf /usr/local/etc/

Fix: 

The 'make install' should copy the file.
How-To-Repeat: Every install of ffmpeg from ports.
