Import libdlo which is the basis for the DisplayPort xorg driver. I was thinking of putting it into comms/ but only because I couldn't think of anything better. So you do have a better place just go ahead and import it in a different category. Fix: extract attached .tgz

Has deprecate USE_* in Makefile. Does not configure. No changes upstream since 2013. I assume this is overcome by events. If you want to make this port, please rework and open a new PR. (But I think, here is all "too old").
