Iconv in the base system does not properly convert some Japanese text.

This causes the Handbook build to fail when the textproc/docproj port is installed on a recent -CURRENT.

encoding error : input conversion failed due to input error, bytes 0xAC 0xA4 0x20 0x46

How-To-Repeat: Install -CURRENT, and install the textproc/docproj port.
Attempt to build the Handbook from a source checkout.
