net-snmp fails to lint pkg, when PREFIX != PKG_PREFIX

please add -L${PKG_PREFIX} to LDFLAGS.

previous patch did build on FreeBSD 10.0-RELEASE but not on 9.3-RELEASE

extend patch for FreeBSD 9.3-RELEASE
