my configuration

it is not 0.5.6 issue.
use setxkbmap

Oops. setxkbmap missing in xorg-minimal package.
I installed it manually and create file /usr/local/etc/X11/xorg.conf.d/10-keyboard.conf with this contents:

Section "InputClass"
        Identifier "system-keyboard"
        MatchIsKeyboard "on"
        Option "XkbLayout" "us,ru(winkeys)"
        Option "XkbModel" "pc104"
        Option "XkbVariant" ","
        Option "XkbOptions" "grp:alt_shift_toggle"
EndSection

All working with this settings, displayed in your screenshot.

But.
Problem with missing russian layout in xfce4-xkb-plugin is not go away.

well... unfortunately I forced to use linux(ubuntu) on my desktop ( xfce4-xkb-plugin 1:0.7.0-0ubuntu2, 0.7.0 if I understand correctly). It doesn't have russian winkeys layout too, so, IMO right way is to ping upstream, not fbsd port maintainer;-)
