Diff to put into files/.

The patch below (drop-in replacement for devel/subversion/files/extra-patch-fbsd-template) makes it possible to set "freebsd-mfc-after" and "freebsd-sponsored-by" options in the '[miscellany]' section in ~/.subversion/config.  The existing "ORGANIZATION" mechanism is preserved, but can be overridden using those new options.

From practical point of view, this means those two fields can be set automatically with subversion installed from binary packages.
