Change for version 4.0.3.20 of patch-setup.py

update-request to version 0.7.04.
I try it by myself. Changed patch-setup.py (see attachment). But I got error message with install of PORTDOCS, I don't look closer at this, and comment it out in the Makefile. But it compiles fine.

It write to time a wrong version number 4.0.3.20 instead 0.7.0.4. I don't know how to change this, please cange it. Thanks.

Find the problem with PORTDOCS. Removed tarfile-LICENSE and tarfile.CHANGES in the line PORTDOCS= in the Makefile. (this two files does not exist in the version). Now it works.

Sorry, I see the new version is stable "development". Not stable. Let us wait could be closed.
