Patch to UPDATING to add the notice

Add a notice to UPDATING about copying over an existing configuration if the user is upgrading from the previous version.

also, people should run setup.php with the old config in place, otherwise the database structure will not be as expected

Steps 4 and 5 in UPGRADE.txt cover that: examine new config.inc.php, adjust old config as needed, then run setup.php.
