fix ncurses linker scripts

Commit ports r403050 removed the RELEASE variable from devel/ncurses' Makefile, but that variable is still referenced in the post-install section - thereby creating invalid linker scripts and breaking all ports which depend on devel/ncurses.
As ports r403050 states that the port will now track releases (not snapshots), this can be fixed by using PORTVERSION instead of RELEASE for the linker scripts.
