Bug number 211255 identifies problem with "qjail install" command when 
the RELEASE version running on the host has a patch level greater than 13.
User submitting the bug report is running 10.1-RELEASE-p35
Never allowed for patch levels greater than 13. This bug has been there 
since the very beginning, 8 years.  
Changed logic that checks for condition where the release version has
a patch number on it. Now only looking for presence of "-p", ignoring the 
patch number all together.

This bug report 211275 does not depend on 211255. If anything 211255 depends on 211275

"Depends on" in this case just means 'commit before' and is necessary due to the need to fix the quarterly branch, see bug 211255 comment 9 (and 10)

Let's avoid complications next time by resolving the issue in the reported issue itself, rather than the creation of a separate (and functionally equivalent) one.

What your talking about is a departure from how thinks have been done for the last 16 years. I have fixed reported bugs before and this procedure you talk about never came up.

It must be driven by the new pkg system.
