when I use http://vuxml.freebsd.org/ and i click on the first link vuxml-11.dtd -> http://vuxml.freebsd.org/dtd/vuxml-1/vuxml-11.dtd is this error: XML Parsing

The DTD file is not a normal XML document, so your web browser's (and mine) "helpfully" trying to parse the XML is not doing anything useful.  You should still be able to "save file as" and/or "view source" to get the actual contents if you need them.
