diff file with changed license permissions

Hello,

I think there is a mistake in SCIP's license permissions.
According to Zib academic license ( http://scip.zib.de/academic.txt ), the "license applies to you only if you are a member of a noncommercial and academic institution, e.g., a university".

Hence I think no-dist-mirror and no-pkg-mirror should be set. Moreover, I think users should be warned about those strict license requirements before installing, hence I would suggest to also set no-auto-accept.

I prepared a diff file with the proposed changes in case you approve them.

Thank you.

The way how they defined the license is that it only covers academic institutions. Other entities are simply not covered. They didn't say that it can't be used commercially, for example.

I asked them to clarify the license.

If software doesn't specify license at all, the license field is left undefined, and such ports are still ok. This is a gray area.

Otherwise, ports framework has the license value "NONE". We can define license as "ZIB or NONE". But NONE is restrictive, which is inconsistent with a missing license situation.

I will wait for their answer.
