Reasons:
1. Last version of poppler doesn't support Qt4
2. Qt4 is EOLed.

Ah, it has an EXPIRATION_DATE.

Never mind.

Kde4 now holds the poppler update, because the new poppler version has discontinued qt4, and the old poppler version has some bugs in how it displays documents.
