This is a consequence of Ports Collection's default versions system. Ports like postfixadmin don't hardcode a version, but instead have Ports system itself to determine the version to use. If you don't want to use the current system-wide default of PHP 7.2, you'll need to set DEFAULT_VERSIONS in make.conf and rebuild every port you have installed that uses PHP.
