A note from maintainer.

Release 2.2.9 introduces only cosmetic changes and only in MS Windows builds:
https://github.com/libexpat/libexpat/blob/R_2_2_9/expat/Changes

With 222 FreeBSD ports which depends on this port, 
this update will require an exprun.

Let me assess the update of this port to 2.2.9 on FreeBSD, as an expensive and empty noise.

Per maintainer feedback, the change is not needed for FreeBSD.
