www/wt v4.5.0 to 4.5.1 patch file

* Update to 4.5.1

And, the following changes contributed by bram -at- cbbg.nl:

* x11 is only needed when the OpenGL option is selected
* switched the use/uses, this seems to be the standardized order
* added CPE information as the port could be sensitive to attacks
(considering it runs a web server)

Hi Neel,

It seems not all suggested edits in the diff file have been merged into the Makefile. I'm curious what is the reason behind this? Or perhaps there are gremlins at play?
