Only seems to occur on cold boots or is at least most that's how it occurs on my setup.

Hardware:
AMD Ryzen 9 7900X
ASUS ProArt X670E-CREATOR WIFI

Bug 268393 might be strictly (chronologically) a duplicate of earlier bug 264305. 

Triage team to decide which one of those two to keep open.

My feeling is to also make the remaining open bug a block of bug 271607. If not for a fix, then a release note (or known issue listing) may be appropriate.

^Triage: There appears to be more complete debugging information in the nearly-identical 268393.  So let's use that one as the master PR.
