During the "make package" phase, I received "No such file or directory" for all of the man pages identified in pkg-plist.
eg pkg-static: Unable to access file /usr/ports/devel/icu/work/stage/usr/local/man/man1/derb.1.gz:No such file or directory

However the files do exist in 
/usr/ports/devel/icu/work/stage/usr/local/share/man/man1  (note share/)

Applying the following, enabled a complete package.
sed -i -e "s|^man|share/man|g" /usr/ports/devel/icu/pkg-plist

OS: FreeBSD 12.4Stable.

This should no longer be an issue. We have moved manpages to share/man.
