Patch for aria2

* Bump disk cache to 32M by default
* Rearrange Makefile to more closely follow Porters Handbook
* Unbundle (lib)wslay

Compile tested on FreeBSD 13.2-RELEASE (amd64) (make, make check-plist)
Poudriere testport OK 12.4-RELEASE (amd64)
Poudriere testport OK 13.2-RELEASE (amd64)
Poudriere testport OK 14.0-RELEASE (amd64)

What are the reasoning/calculations behind this?  Or it's just the next power of two after 16? :-)

It performed a little better on my end when doing some quick testing.

Updated to 1.37.0 in ports 959f3bed41602429a30d1b6fe6b420fcf0b18e48.
