portmgr does not reign over base packages, that would be pkgmgr (or re?)

There was a temporary breakage of the build automation for official package base repos around the time this this bug was reported. That problem has been fixed. The 14.0 base package reposistory for FreeBSD:14:amd64 is currently up to date (14.0p11). Base system packages are also only version bumped for patches if the package content checksum changes.
