Thanks for the nudge, I wanted to commit it back in February or March but was not sure how to spell Michał Górny's name in 7-bit US-ASCII, as UTF-8 is not allowed in the commit logs (or at least it shouldn't be). Last night I've just asked him directly. :-)
AFAIU UTF-8 is allowed in the commit logs.

Right, I guess there are no formal restrictions, but several developers and even some of our users still prefer 8-bit encodings (e.g. bug #270509 comment #49); forcing UTF-8 on them would be kind of impolite.
