	A user installing cups is left without any indication as to how to
access the docs.  Also, adding WWW to pkg-descr will help users find help.

Fix: This patch brings back the helpful pkg-message from revision 1.8 and
adds a WWW line.  This PR has been cc'd to maintainer.
