Syscons is missing a "United States International" keyboard map for
kbdcontrol. This is useful for users with an "US ASCII" keyboard who
frequently require accent and umlaut characters. It's particularly
helpful for people with dual boot machines who like to find their
FreeBSD partition behave identically to the Microsoft partition.
Attached is an emulation for this kbdmap with some few restrictions and
enhancements, as commented.
I don't see any obvious problems with this. Is this keymap derived from
another (such as us.iso.acc.kbd)? If so we'd want to do a repo-copy to
preserve that history.

This kbdmap has been created from scratch (but wiht a little help by
browsing the existing kbdmaps :-)).
Note that this kbdmap behaves *very* differently than us.iso.acc.kbd.
For bugs matching the following conditions:
- Status == In Progress
- Assignee == "bugs@FreeBSD.org"
- Last Modified Year <= 2017
- Set Status to "Open"
