From the SOCKS5 homepage:

Reference source for SOCKSv5 available to accredited research and educational institutions for non-commercial use.

In addition the file that the port tells you to retrieve manually is not available from the website anymore

IGNORE="NEC requires that you grab the dist files from their web site at http://
www.socks.nec.com/cgi-bin/download.pl .  Please make sure you have ${DISTNAME}${
EXTRACT_SUFX} in ${DISTDIR} and run make again"

I have made repeated attempts to contact NEC to try and get the needed files and even better yet a license that would allow users to install 'automatically'

NO_CDROM= "NEC has a funky license for this software"
 RESTRICTED=    "no commercial use"
+BROKEN= "Application authors no longer supply needed distfiles"

 # here are some extra configure args you may wish to use
 # see the readme file before screwing with them--TQFpKgQZJqTwhvkdlVOkYMd5YOcBfVxSXT6Hv2Rcr6ydVbfq

Port was marked BROKEN. I couldn't dig the distfiles up either.
