p5-Encode (p5-Encode-compat provieds a compatible layer for older perl) provides methods for converting between different encodings and perl's internal (Unicode) from/to specified encodings. In addition, piconv (perl's reinvented iconv) uses Encode module. These two modules are thus more suitable to converters instead of devel.
