Base System bugs with "loader" in the summary are assigned to a bunch of different Components:

176 (36 open) kern
 57 ( 0 open) i386
 50 (15 open) misc
 46 (20 open) bin
 28 ( 4 open) conf
 25 ( 7 open) [others]

Given the importance of the boot loader, and the recent+upcoming changes with the replacement of the Forth loader by the Lua loader, it should be worth adding a Component named "loader" to the Base System Product in this bugzilla.
