Update to 1.7
Enable on aarch64 (defaults to cortex-a53 as DKERNELLIB_HOST_CPU_VARIANTS="distro" doesn't build on aarch64)

While at it, can we use upstream release tarball and switch to DISTVERSION?

Tight timetable at the moment.

I will look into the most pressing patches to bring up 1.7. I do not have any aarch64 arch at the moment to test and evaluate any aarch64 builds, but I do not see obstacles to enable aarch64 as an experimental feature.

See PR 259433 ,  update to POCL 1.8, still some issues are unresolved
