POCL 1.8

POCL 1.8 is out. This port adds LLVM13 as its base. Further aarch64 is enabled, although this feature should be considered "experiemntal" as I have no AARCH64 architecture available yet to test properly. 

Further, as suggested/requested, CLOCK_MONOTONIC_FAST is now favored over CLOCK_UPTIME_FAST as in the original code (see files/patch-lib_CL_pocl_timing.c).

DOC knob is still enabled and non functional.
