Maybe I misunderstand the automation of assignment, where there's a maintainer for a port. I assumed that assignment would be to the maintainer. In today's bug 266957, I see that the maintainer is a carbon copy recipient (not the assignee).
In bug 266891's case, according to the history (show_activity), the issue was created in Base System (Product), issues for which the Auto-Assigner doesn't currently process (only Ports & Packages :: Individual Port(s)) Auto-Assigner is also only intended for automated ''initial'' assignment and maintainer notification, and doesn't trigger or come into play issue changes after initial issue creation. The reason is that it would block/change/override or otherwise 'get in the way of' manual issue changes made by humans. In bug 266957 the maintainer was added to CC and maintainer-feedback, which is expected behaviour, in the case where the maintainer is *not* also a committer (Only committers can currently be Assignee's).

Right now, the auto-assigner only runs when the PR is first committed. Perhaps IWBNI we could tell Bugzilla "re-scan this one" but right now I don't know how to do that.
